SIRL's Banner Machine

Instead of just making a links page we have decided to make a banner
machine. A banner machine is a machine that you can submit banners to.
This is a great way to let people know a little about your site before
they visit it. We ask that you do not submit a banner unless your site has
to do with simulation racing. All banners must be 400X40 in size. You must
enter your sites URL and your banners URL. You do not however have to
submit your site's title.

This sounds like a bandwidth nightmare.  Perhaps to speed things
along you can suggest that submissions be in 16-color (it's enough,
really)...Having a page with more than 20 banners at 256 (or
higher) color is gonna' slow things to a crawl, and people may not
want to let the whole page load.

A last note would be to not accept animations on the banners.
