Speeding tickets in Need for Speed

Has anyone else noticed that in Need for Speed, when approaching
Police Cars, your computerized opponents seem to be invisible to him ?

For example, if you are following another car in head to head mode,
and the other car blows past the cop at speed, the cop does nothing,
but when I drive past at the same (or lower) speed, the siren goes
off and he starts chasing me.   I have experimented many times by
following a head to head car at a substantially lower speed when passing
cop cars, but they always go after me, and not him !

Police who write tickets adds a touch of realism to the game, but I
find it VERY frustrating when competing against the computer in
head-to-head mode and my ***-opponent is exempt from the police
intervention that affects my car.  

Has anyone else noticed this ?  If so, do you know how to make the
other car be a target for police as well ?

I noticed this and it sucks.  Also they give you a ticket if yo go .1
m.p.h. ovet the limit!  Come on!  Give us 5-10 m.p.h. like in real
life!

Yeah I noticed, thats the fun of the game either that you are a slower
driver :)

Yes, this is true.  But there is a fun way to allow the police car to
pull over the other opponent...  race somebody over the modem.
Either of you can get pulled over, and you'll notice that the other
computer cars, if turned on in single race mode,  set their pace
independently of either players speed.

In a nutshell, this game rules over the modem, try it sometime.
