Act Labs RS and jerkiness.. Please Help

I recently upgraded motherboards and like a moron got one with only 1 ISA
slot.  Well, my modem has to go somewhere so I had to dump my PDPI L4
gamecard that I used my RS wheel on.  With the PDPI card the wheel was SUPER
smooth and had no jitters whatsoever.  Now that I've connected it to my
Sound Blaster PCI64 game card the wheel is unusable.  I have the latest
drivers for my SB, I have directX7A and I have the newest beta drivers for
my wheel.  Still the wheel is awful and the car jumps around all over the
track in Viper and N3.  I sure hope someone knows how to fix this or I'm
going to have to invest in a PCI modem.

Buy your self a PCI modem they are relativy cheap, if you know where to
look.
