Does anyone know what the 0's and 1's mean in the 3rd and 4th columns
in the calendar file?

I may be wrong, but I believe the first number is for first or second
race of the season, since this can be two different lengths.

The second number is day or night race.

Does that day or night race number actually *work* for tracks that
don't run night races? i.e., suppose NASCAR decided to run Dover under
the lights.  Could that calendar be changed to allow this to happen?

or is there more (like the track file?)

I believe that the first set refers to wich race in the season it is, and
the second set will toggle night races on the tracks capable of having them.

ie. the second race at bristol would look something like this (I'm doing
it off the top of my head):
08 24 1 1 Bristol

The first one lets NASCAR know that it is the second race at BIR this
season and the second 1 tells it that it is a night race.  Only Richmond,
Bristol, and C***te can have night races.
