Is there anybody out there who has managed to use the GUS
with ICR without using SBOS?  If yes, do you get all the
sounds(music, engine, screeching, contact-sounds, etc) and
are they any good?

I am confined with SBOS with the -o3 option. Using this I
get all the sounds but the contact-sounds are delayed by
half a second or so. You see, when I make contact with a wall
or another car or whatever the game halts for about half a
second before I hear the appropriate sound and then the game
continues. It's quite annoying.
I have a GUS w/ 1Mb, bought in 1993. I have never updated the
patch library. Further I have a DX2/66, 4Mb RAM and a Cirrus
Logic GD 5434 64-bit SVGA card with 1Mb video mem.

Can anyone help me out?

There is a patch from Papyrus that lets you use the GUS natively.  However,
the engine sounds are done via FM synth, so all you get with the native
drivers is better music on startup and crash sounds (tire squeals are
FM, too).

The best solution that I have found is pick up a cheap 8-bit SB card,
and run both of them in your system.  You then have the good sound of
the GUS when you want it, and real HW SB compatibility for games that
demand it.
