NFS SE and ATI Mach64 tip

I was advised by ATI to add the line StretchEngine=0
to the DISPLAY section of the SYSTEM.INI file
to improve performance of NFS SE in Win95.
The game goes MUCH smoother after this change.
I can race in High res and stereo on now.
