For driving games, difinately go with the wheel.  Even a cheap one like the
TM Nascar Pro is far superior to a joystick for racing.

I say a joystick is the best bet.  I'm using the Sidewinder Pro and my
Thrustmaster Wheel is in the closet.  I gave the wheel 2 months but
couldn't drive as accurately as I could with the stick.

Well, I bought an MS FF stick some time ago, but as I also have a (non FF-)
wheel I'd never use the stick for driving.

Now what I'm trying to say is that even a Wheel without FF is WAY better for
driving sims than a stick. So in case you have the option, go for a wheel,
but make sure you get the right one.

There's people here on r.a.s. who can give you the one or the other hint
concerning the right choice.
