Channel 4 is a network in the UK. It's like saying "PBS" in the US.

PBS stations are responsible for their own programming, however most
of what they put on the air is the same everywhere: "Masterpiece
Theater", "Nature", Charlie Rose, NewsHour with Jim McNeil. I'm not
sure local PBS programming is any more significant as a % of air time
than the local news shows take up on CBS affiliates.
In any event I chose PBS because Channel 4 is a non-profit network
that commissions shows but does not produce them (not unlike the way
PBS shows are often produced), and because it serves a similar
audience to PBS, with an emphasis on documentaries, the arts, and more
intellectual fare. (In fact they are legally required to be
innovative.)
