The Hanford Device is an under-wing air dam. Check out the article about it at

It is a wing that is used in CART that takes the place of the rear wing. It is
shaped the same except the back of the wing comes straight down. It was used
to slow the cars down. It's like a parachute. Anyways, a great side effect of
it is that it adds to the draft effect. The last I heard the race at Michigan
had 62 official lead changes, the most ever in CART history.
