This is the way online economics works.
(Comments from papers presented at various game developer
conferences.)
"5% of the people cause 95% of the trouble" that costs a company money.
(Support costs including managing events, servers, forums, support calls
and emails complaining about bad player actions, etc.)
Unless the system is pay by the hour, handling the problems
caused by those 5% is very hard to support by income.
It is far more optimal to weed out those troublemakers viciously.
The more players one has, the more efficient it is to just weed weed
weed with a giant weed eater that occasionally takes out
undeserving players as well. Because the false positives by the nature
of the system aren't individually supporting the system sufficiently
to make special handling efficient.
You can complain about fairness, but this is just economics.
It doesn't have to be fair.
"All you can eat" ISPs tend to do the same thing. A user trips the
bandwidth alarm and boom! He's gone with no argument and on to prune
the next one... This is basic "all you can eat" economics.
