What's another good SCGT site besides gtinsider.com?

Also, I'm making another attempt to install SCGT from scratch and install as
many mods and patches as I can tolerate to apply, and after applying
SP31FPS, it says I can now unzip SP31cars.zip to a folder.  I can't seem to
find this file anywhere and techware.gtinsider.com seems to be under
contruction.  Help?
