"Papyrus has created special versions of Nascar Racing for just about every
3D accelerator card on the market.  The only 2 cards I seen that supported
nascar 1 was the matrox and creative."  

Was this released as a patch?  If so, it would be nice to have...

If you bought the Matrox card at retail, it was bundled. OEM cards
didn't have the bundle, but I think it might be available from Matrox's
web site. Not sure about the Diamond version, but I imagine that if
you've got their card, they'd be willing to send you the executable for
their card...

The Matrox Millennium version of N1 is available at:
ftp://ftp.matrox.com/pub/mga/millennm/utils/nascar.zip
and will run great on your Matrox Mill!
