INDY 1 Cautions Cheating?

Sorry for the repost but I really need some info.

: Well I've been racing for about four days now and I've got a question
: about an "unfair advantage" in Indy 1. It seems that when there's a yellow
: flag every body slows down unlike the NASCAR rule about racing back to the
: flag. So in order to try not to cheat, I don't pass any cars 'til after I
: get to the line and the caution restrictor speed is kicked in, then I do
: pass some cars to see if I might deserve a better position ( if I don't my
: throttle stops working) and I have to let cars back by for it to work
: again. But some times I notice my speed is allowed to increase while going
: pass the pits and some times I gain positions and am not forced to give
: them back. What's going on? I thought the program would shuffle me to the
: proper position, but sometimes I gain more than I deserve. What can I do?
: I want to race for my wins, not pick up positions through cautions, but I
: also want my fair place. In four days I am now able to win with opponents
: at 110%. Most of my passing is green flag, but I've got to wonder what's
: going on during these cautions.
