Can someone tell me why Papyrus remove the possibility of racing under
rain on roads courses ?

I would assume it is because it is rare that a real road circuit race
occurs with rain. They will usually wait for the rain to pass

Papyrus said that they removed rain from ICR2 because they couldn't do
it justice.  In other words they didn't want to delay the release of the
game for the Christmas rush (bugs & all -- sorry just had to throw that
it :)).  If people think driving ICR2 in the dry is slippery and
difficult imagine it in the rain!
