 I can get as far as converting the unpacked image files to bmp. What do
I do next? Any info would be appreciated.

Uh... please re-read his Title subject ;)

He said GPL tracks for N3.  There is no converter that does this yet.  The
only track from Grand Prix Legends you can find for Nascar Racing 3 is from
the TPTCC and it's the GPL Watkins Glen track.
