Anyone have any ideas on this N3 problem?

Hi,
   A friend of mine has an AMD 333 computer. It has the SiS chipset with
video and sound (ESS) on motherboard.
   Anyway, he bought a Voodoo 3 2000 and we tried it with Nascar. It ran
terrible!! He could only get 2-4 FPS!   So after about 3 hours of trying
everything, we disabled the soundboard in the bios. This didn't help
since now the game just booted back to desktop.
   So after re-enabeling the sound, I renamed the N3.ini file to N3.bak
The game ran great!  It didn't play the opening movie, but it had sound
and played at 30 FPS at 800x600.
   The N3.ini file only has 3 lines, RAST-1, SND-1, and CPU-1.
With the file renamed back to N3.ini it has the same problem, so it is
back to being N3.bak and the game is fine.
    What is in these short three lines that could be causing the
problem?  Does anyone think a new PCI soundboard is worthwhile?
