Anyone else find this annoying?  What is the deal with it? Is it an
acknowledged bug?  I find it disturbing to be running a fairly decent
race, then touching the wall just once and losing most of the races work..

A  **VERY** well known bug..... It's called WALL GLUE which
seems appropriate. Wall glue was for the most part eliminated
in NASCAR, but nothing was ever done about it in any of
the IndyCar updates, despite numerous of complaints.

not a bug...just a simple fact that the width of the vehicle is wider at
the rear than the front.  Touch the wall and the car attains an angle into
the wall.  I've found that if I'm gonna touch the wall, hit it hard and
you will bounce off.  Of course its a little difficult to do if car damage
is on.

There's probably a reason nothing was done about it, since it's not
a bug.  :-)  The rear tires are wider than the fronts, so if you hit
the wall at just the wrong angle you get into a situation where your
car is still "pointed" at the wall and your car appears to "stick" to
the wall - I've seen this happen a few times in real life races, so I
wouldn't call it a bug.
