This is probably a question which has been asked many times before but
how do I prevent Indycar Racing on my PC from pausing for a couple of
seconds whenever I hit a wall (or usually, another car)?

I've got a 486/33SX PC with 8mb of which is set as XMS. I also have a 4mb
read cache using SmartDrive. The hard drive is uncompressed.

The best idea is to have NO XMS. ICR runs as a protected mode program.
Protected mode programs hate HIMEM.SYS and *really* hate SMARTDRV.EXE.
Run ICR with only conventional mem. It works best.
NOTE: I have a 486DX/33 w/ 8mb RAM -- I've run ICR like this with no probs.
