Firstly I get really irratating stutter occasioanlly...i've installed
some new car skins maybe thats what caused it??  I also have a sound
pack which makes its stutter when i crash (and it needs to go
"crrrrrunch") :)

my comp is way fast enough...900MHz P3, GEForce GTS, 256MBRAM and
Abit-BE6-2.

Also does anyone know any good online GPL forums?

Im not sure about your particular probs but LC probly has the answer.
This forum gets about 300,000 hits per month i think

Look at your sound card drivers and see if they can be updated. Change
the hardware aceleration on you sound card, and see if it changes.
Change the app.ini on the sounds line change the number there to a 0
and see if it goes away.

You haven't mentioned what your sound card is. Have you tried the
standard "update your drivers" line?
