I am running Voodoo 2 (wicked3d) and no matter how I adjust the options
within GPL, I got 1 inch black stripes on top & bottom of the screen. Is
this normal ?
Anyway that I can run full screen ?
Thanks.

Yes is normal. it's called "Widescreen". It's a more rectangular format
that is used for movies. It was made intentional in GPL. As for a
"historical" effect. As a framerate help. As a panoramic feature. As a space
for menus in replay. Just to help you on it... the only + you would have
with a full screen mode is more blue sky. That's all.
Take your monitor settings and strech it so you don't see those black bars
anymore. Of course, you won't have any visual commands anymore for the
replays ;-)
