How about an oval-based late-model dirt track sim with a full career mode?
That would be Ratbag's upcoming Dirt Track Racing title.  Here's the scoop
on the career mode:

Players will start out with a limited budget with which to buy a car and
compete in the Pure Stock class. Here cars are very cheap with the
competition similarly equipped, displaying the greenness of their driving
skill since they haven't won enough races to afford a souped up ride. To
move forward you must win races and, consequently, prize-money to upgrade
your parts and eventually purchase an entirely new car. After winning enough
races at the 'Pure Stock' level, you can  move into the Production Stock
class where the cars are faster, with many cars based on the classic muscle
cars of the 60s and 70s. The next stage is the Late Model Class with
highly modified stock cars with fibre glass bodies and the like -- see the
picture below for an idea of what to expect. Here the prize money is the
greatest and the competition the most fierce.

For the full story, check out the review from the IGN site:

http://www.ivga.com/dascar_dtr_ign-news-1.htm

This should pretty much fit the bill you've described!

>why do you people hate stockcars so much?

This was the original post:
Not wanting to sound ungrateful, but now that Nascar3 has gone gold, and

on what's next?  Like, are you planning on using that CART license you
acquired?  Going to hit the current F1 market?  Some news would be sweet.

Now, WHERE did he say he hated stock cars?  He just asked what was being
planned.  Is that a federal offense now...?

Sheesh...

Being the original poster (thanks for the support by the way)...

I don't hate NASCAR at all - I watch it when I can.  I just prefer the open
wheel variety much better.  Saw the F1 race in Montreal twice, and had a blast
both times.  CART is my favorite series though, and is long overdue for some
attention.

That's it.  I will buy Nascar3 - no questions there.  But I'd really love
CART3.

It was rumored some time ago that an updated CART sim using the GPL
engine would be Papy's next project. Not sure where that stands now,
given the problems that arose with N3. But it seems to me that the
previous Indy sims didn't run that many more cars than GPL. So maybe 1
year down the road the average machine will be able to handle the
duty. We can only hope.....

CART has 27 cars. This wouldn't be too hard considering todays cpus. 43 NASCARS
would be difficult. But not 27 CARTS.

Depends on how detailed the model is.  At the highest level it seems
to me that modelling the aerodynamics of 43 NASCAR cars (more
or less just a rear spoiler) would be far simpler than modelling the
perverse aerodynamics of 27 CART cars (front wing, rear wing,
undertray, and God only knows what else).

You would also need a rather bizarre and complicated AI model to
account for the oddities of Paul Tracy in the CART sim. ;-)

Well, Papyrus has already started on that with the AI modeling of John
Surtees in GPL and Dale Earnhardt in Nascar Racing 3 hehehe ;)

Nah.  You just need a leftover kamikaze ICR2 AI or two.  That'll simulate
him just fine!  =-)

Are you just kidding, or is there really something special about
Surtees's AI? I know he's constantly crashing into my rear in offline races.

Just copy the AI from CPS.

Well that's exactly why I said that.  It's actually a beta AI model of Paul
Tracy for the possible upcoming CART title by Papyrus ;)

Nah, hust use a combination of Earnhardt and Rindt, with a dash of 'king Hiro
thrown in... :-)
