Wow.  So wet weather was originally planned in the game.  Have a look see
at what I discovered:
Speed Race Weather Player Cars Only
             and...
Random Always Dry Always Wet
    and, last but not least...
2 Gap Wet Weather Expect a wet race Wet Race Do you wish to change your
car setup?  (Deja-vu from GP1 there)
Now I have exposed the bare-*** truth.  Lastly, a few suggestions for
SH-MPS, Gabriel, Geoff Crammond, or whoever.  Can you please include wet
weather in GP2 in a future patch?  It doesn't even have to change during
the race (though that would be nice).  Also, damage could be a bit more
sensitive.  Also, it would be just swell if the cars could fly upside
down so we could endlessly amuse ourselves with flips, barrel rolls and
the like.  Pleeeeeeeeeease?  I'll be your best friend.

As far as I checked, weather was intended to be in the game, but only
the menus were created and time ran out to create the actual effects.
Since it was on the drawing board and then removed, I think it's a good
possibility to be included in an update, and info I have _alludes_ to
this, but nothing solid.
