Should I buy a P200 with 16 megs of ram.   Or a P166 with 32 megs of ram.
 It will ofcourse have win95 but I plan to reboot into dos.  Thanks for
your input.

No brainer, buy the fastest cpu you can afford. Upgrade the ram asap.
16mb is only about $80.
