Winston Cup drivers in Busch - limitations?

I thought the top 5 WC drivers weren't ALLOWED in BGN races.  Obviously not
true, but ARE there limitations?  I'd think it an unfair advantage - as
Sunday proved.  That's like allowing a Pro football team to play in a
college league every once in a while, don't you think?
