When GP 2 came out it was about 18 months before a track editor came out,
though there was a track pack out a bit earlier.

GPL has been out for about 18 months now and it has been proven (by Dave
Noonan) that it is possible to build new tracks.  Maybe it is still not
impossible that it may become easier for more people to create GPL
circuits.

Maybe he's using 3D Studio Max. That seems to be what some folks use for 3do
editing of other games. SCGT, mainly. $3000 though. Out of the question.
