New PC doesn't recognize steering controls

Got time to answer a few questions?

I've recently brought a Compaq Presario mid-tower PC (model 7940) with
such
bells and whistles as 4 USB ports and a 16 MB vidcard to go with the
standard
56K modem and all.  I've installed N3, NL, and N1999 without a hitch, but
there
are some joystick issues.

I first tried installing a Thrustmaster Pro Digital USB wheel/pedal set
and
immediately found trouble setting the controls.  After trying again tonight,
I no-
ticed that the setup couldn't seem to respond no matter what I did.  But
when I
went back to the old T2 gameport wheel, I encountered the same problem.

Having been spoiled by racing with a wheel and pedals, I'm kind of stuck
with the keyboard jockeying.  Until something can be done to make sure that
the wheels are working, I guess that's all I've got.  Does anyone have any
input
for this sort of problem?

I went through the setup via Windows 98 and even updated the drivers
using the
Control Panel utility, but no improvements were apparent.  Did I miss a few
steps
or what?  How do I get either the USB or original wheels to work properly?

I'd appreciate your help with this.  Unless it's my "stupid new user"
tricks, I'm
on the verge of thinking that someone didn't bother to install updated
drivers with
their software or OS...

   Thanks much,

I would update to DirectX 7.0a right away.  ( www.microsoft.com/directx )
