I was racing Darlington tonight and when ever there was a yellow flag
the computer car would stop in turns 1 and 2. One car would sit on the
shoulder and the others would sit on the track and pivot back and forth
acting like they are trying getting around another car. The pace car
will go all the way around and stop at the end of this mess. And if it
does clear up the cars only go about 40 mph and the race will go back to
green with the pace car any where on the race track.

I think it's in the AI but I don't know of anywhere on the net to get a
different one.

So any help would be great!

While I don't know if it will fix your problem, the AI enhancement at
The CCG NASCAR2 AI Project will certainly re-create real Winston Cup
Drivers at Darlington (and other tracks).  Give it a try:
