SCGT community is pretty dead especially after SpeedSims went down. A
lot have moved on the F1C community.
F1C is written by ISI the same people who did SCGT so structurally it's very
similar. There are a ton a great Mods for it, ETCC, DTM, Group C and more
coming. As a former SCGT guy I'd say that it's the most dynamic community
at the moment. FutureShop has it for 9 bucks right now. But it's getting
harder to find so I'd grab it if you can.
The other main area of development now is NASCAR Racing 2003. As you
were originally asking about GPL I'd say this is it's spiritual successor.
There is a good Trans-Am add on and heaps of tracks so don't be put off if
you're not into oval StockCars. Didn't see this one at FutureShop but it
too has slid into the remainder bins. Which means it's hard to find but
cheap when you do. And of course the GPL community is as strong as ever.
Coincidentally both Papy and EA have lost the rights for NASCAR and F1
respectively and neither design house has anything else on the horizon
(apart from ISI with NASCAR Thunder which has been ignored like the plague).
Personally I see this as a good thing, in that they are both well supported
by the community so everyone will have a nice stable platform to work with
for the next couple of years.
Any way that's where I'd start.
