F1RS & tire selection rules?

I was under the impression that FIA rules require that the tire
compound  you qualify with is the compound that you are required to
race with.  It seems that in F1RS you can qualify a particular race
with D compound tires, then switch to something more durable (C or B,
e.g.).  But then again, if you qualify in dry tires and it's raining
on raceday, you should (and can) switch to wet weather tires.

Am I all wet (sorry about that one)?  What are the FIA requirements
and restrictions?

If they would stop messing with the rules and keep them the same year to
year, this wouldn't be so confusing.  I thought I knew the answer, but
now I am getting confused by the new convulted tire rules for CART....

As far as I know, in 1997 (the year F1RS is supposedly modeled after) one
could use what ever tire they wanted to use.  However, I am unsure if
the teams are allowed to change compounds after the race has started
(excepting for rain tires).
