N2HQ in N2'99, a temporary solution

I have played around and N2HQ now works in N2'99 (most features anyway)
All you have to do is copy nascar2.exe from your old N2 directory into
the NR1999 directory. Now you can use most of N2HQ's excellent
utilities.
