No, I figured out that it isn't persistent like it is in NR2003.  You have
to turn it back on if you leave the track or race (not sure which yet.
Haven't been paying attention).

Well, I just ran 5 online races and I can say that the Spotter doesn't work
durning the RACE segment either :)

There's all kind of chatter about cars entering/leaving the pits, etc... but
ZERO instances of  "Car High/Car Low".

I think it's busted.

It works fine here. I have a Hercules GTXP and 5.1 speakers and the spotter
comes in loud and clear from the center speaker. I haven't been able to find
any 3D sound options that might help others yet.

Spotter is only in race.  I'm not sure why they left it out of practice and
happy hour.

I don't even hear it in race!

I'm not the only one reporting it.  Most of the online races I've run are
littered with "How do you turn on the spotter" chats.

Spotter didn't work online for me either; offline you need the spotter
volume at 100% and the rest down to about 50% to be able to hear him.

There isn't a player.ini file in the NASCAR SimRacing folder.  I
looked in My Documents too.  Can you please tell me where it is?
