Is it always 4 laps for a yellow?

From what i've seen it's typically 3 laps if there are no lap down cars and
4 laps if there are lap down cars.

I'd go along with Patrick on what he says, but there is also a variable
whereby the last pace lap can be postponed 'til next time around. With this
in mind has anyone experienced a potential bug where the pace car stays out
on the GREEN lap? It happened to me on the mental 'Coke Speedway'. It
happened thus:

* Yellow flag thrown on lap 13, 6 AI cars involved
* Pit opens, numerous AI cars head for the pits
* As the pacing line closes up, AI Compton hammers into the rear of AI J
Gordon, trouble on the backstretch with a caution period
* One lap to green, no, we're not going green this time
* This time round
* (no spotter message)
* (no spotter message)
* Green Green Green BUT the pace car is still out. As the field jerks around
to avert the pace car, each car faster than the last. The result is a major
incident in turn 1.
