How do I alter *.stp files ?????

I would like to substitute my own track photos (gif, jpg, bmp, or
whatever) for the track splash screens, but I don't have anything that
can manipulate the *.stp files.  Granted, all I've tried so far is
Painshop Pro and L-View Pro.  Can anyone lend a helping hand???
