What do i need to do

Try to set colors to 16 bit mode in windows. This is a problem with some V3
supported games

Now, still, I can only run GPL at 640x480. I am going to install a fan on
the Voodoo3. It seems really hot, and someone suggested heat might be my
problem.

I had very similar problems several months ago when I switched from
a G200/Voodoo2 setup to a Voodoo3-3000.  What ThosJ says is part of
it.  What I had to do was the following.

Using the System control on the control panel, remove the Voodoo3 device
entry from the system.

Using regedit,  remove all entries that have 3DFX or Voodoo in them.

Uninstall the Voodoo3 drivers.

I also deleted all files with 3Dfx & voodoo in there name from the windows
directory structure.  This may not be required.

Here's the important part:  When you re-boot, don't install the Voodoo3
drivers.  Tell it to install standard VGA drivers.

Reboot again, then follow the installation instructions in the manual.

Things should be OK now.

Heat problems won't limit your resolution, they'll just make the system
unstable or have visual artifacts..
