Need For Speed SE modem play slow?

I've noticed that Need for Speed SE plays noticably slower when
playing a modem game.  Has anyone been able to get to a point where
there's no difference in performance between a modem game and regular
game,and if so, how?

(As far as I know the modem init strings are correct, disabling
compression etc,)
