Yes it is, not easy but very possible
You will need a US adress though, haven`t heard of anyone yet that has
managed to do without one.
Currently we are 10-15 "Euros" on TEN but every now and then a new one
drops in, hope you make it, send me an e-mail if you need any advice to
get on
Almost forgot, you need a good stable connection to TEN
Try; ping abyss.ten.net
from your command promt after connecting to the internet, you really
need to be at 250-300 ms or lower
Try also; tracert abyss.ten.net
you should be there in 12 hops or less, 14 is probably too many hops
although I know someone who uses that many, it`s a hit and miss affair,
