Here's my quick 0.02 cents on N4 received via FedX this am:
PA Announcer calls drivers to their cars, and then you get the famous command
to fire up and move out from pit road, not on track ala N3.

Replays for every track including a 20+ min quick Daytona night race.

Sears Point is from last season, meaning the change to the carosel for this
year is not there, no biggie to me.

Framrate:  my system: P3 700 o/c to 933, Gforce2 GTS 64 DDR, 128md 133 ram,
asus p3v4x, latest agp and bios update, logitech FF GP wheel.  Daytona day
race starting in back with full field.
1024 16 bit 26-28 fps (all graphic options to max)
1280 16 bit 22-23 fps ''      ''         ''              ''
Haven't checked 32 bit yet.

Accurate layout of pitroads, animated pit crew (your car only).

Spotter sounds about the same, perhaps slightly better.

Have not checked out paintkit yet, nor multiplay.

2D credits all appear eastern european, Dale Jr. and Kevin Harvick are listed
in credits as testers.

And Steve Park gets the win in the opening video...

Brian are you running Direct3D or OpenGL?

I changed to OpenGL and with a Athlon 900, 128megs of Ram and a Geforce2
64Meg card I am getting 50-60fps with the game set at 1024x768 with MAX
graphics turned on

Brian.......

Sears Point is "not" returning to the carousel as a WC race configuration,
this year or any year.  The WC Chute is being modified.....it will no longer
be a "sweeper" out of turn 4a....but will head straight (rather than
sweeping to the right)....into a 90 degree right-hander...then down to turn
7...into another 90 degree right-hander....then into the "esses" which are
unchanged for this year (but may be changed/modified next year).  You can
