Non-driver needs how-to simulator (plain vanilla)

This may seem hard to believe for people in the US, driving lessons here
in Taiwan are quite expensive ($50 an hour and up) and consist mostly of
learning how to maneuver the obstancle course set up at the testing
center (i.e. little practical road experience). I've never seen a plain
old How-to-do-it driving simulator. Does such a thing exist (commercial
or shareware). If this is the wrong group, please accept my apologies,
and if this question is an FAQ, please tell me how to locate it. Please
answer by e-mail. If enough people express an interest, I will repost a
summary. Thank you.
