Okay, I must be an idiot, because I can't figure out how to join.  On the
website it says to go "Here" to the forums to upload my car file and and
information and download carfiles.  When I get to the forums what the heck do I
do?  I can't post a new message because it says the administrator is not
allowing registrations.

Car Number: 28 (if still available)

Will gladly upload and download the cars if you can just tell me HOW?

Of course, John, I didn't see anything in the rules about not allowing the
doofusly challenged, so I will assume you will be able to accept my
application.  No giggling now...

make that proclamation out of the blue.

Did you go "there"?  When you get there, upload your car file, idiot.
(hey you're the one that insisted on labels).

Go to the web page (another version of "here" that tells you what to
do when you get "there"). It reveals all.

Under "Sign up" it says to go "here" and then apply to be registered.  This is
my point.  When I get "there" and try to register it says...

I don't think you are missing anything.  About a week ago RaceSimCentral
shut off all new registrations due to forum abuse.  Not sure whether it's
still in effect but judging from the message you got I would say so.  Here's
the blurb from their front page (you have to scroll down a ways to find it):

The forum has been closed to all new members, at the moment we don't know
how long this is for. Last night some kids from the USA and Canada posted
images onto the forums which can simply not be allowed to get posted again.
Action has been taken, it's this (and it's outcome) that we're waiting on.
I'm very sorry to those of you who are unregistered, but if you'd have seen
what was posted I'm sure you'd agree. The slow forum problem appears to be
fixed I believe, it is certainly due to the size of the forums. vBulletin
3.0.0 is what we're waiting on before I can allow full access to that, sorry
folks. If anyone would like further information on what happened and who did
it, feel free to ask either in the Live for Speed or VROC chat rooms.
