Games work just fine but I cant tune any FF settings.
Also, I would like to have some good GTR/RBR wheel setups whick would make
the *** experience more realistic. (like copy-paste to the .plr file in
GTR)
TY in advance!

Check the power supply.
For ISI based games:
Axis sensitivity 50% (=linear) and as little speed sensitivity as you can
live with. Force feedback at about -80% (or 80% with invert checked in GTR);
Force Feedback effects to medium or full according to taste.
Then, in the .plr file, change: FFB rumble strip pull factor="-1.50000" to
"0.75000".
RBR works fine "out of the box" for me.
In the game controllers applet, I have "combined pedals" unchecked, FF
checked (obviously) with overall strenght at 94% and both spring and damper
effect strenght at 0%. Because I still do quite a lot of GPL racing I have
the centering spring checked, but at 0%, to counteract a GPL quirck where
one will momentary lose FF in the game whilst making a big correction.

The power supply is ok and all the cords(?) are properly connected. Now that
I think about it, the wheel stopped responding right after I installed Toca
Race Driver 2. That can't be the issue here can it?
What do you mean by "not responding"? Is it that you get a "Game controller
is not responding" message when you open the control panel's settings page?
If so, take a look at

URL makes it through alright)

Yes, exactly. When I reinstalled the software it did't recognize the wheel
when it asks you to plug it in. Otherwise everything is OK.
Is there an alternative way to change the FFB settings in windows?
If that's it, it wouldn't hurt me much to uninstall :)

I could be totally wrong on this. It's just something from way back that I
may have totally wrong.
I would google it.

I think it's an issue with the Starforce copy protection software. I used
their removal tool from the website but it didn't solve the problem. Any
ideas?
