You need to apply Patch 1.2 and in your core.ini, under [ Joy ], change
the allow_force_ feedback value to 1.

says...

Edit core.ini in your root GPL folder :

[ Joy ]
allow_force_feedback = 1                        ; Use FF if device has it

1 = ff
0 = no ff

And, as per usual, make sure the core.ini file is not named
core.ini.sample  (Tools > Folder Options > View > Hide file extensions
for known file types (unchecked))

Just as a side note, I'm sure you'd enjoy the 'Rockstar' intro to GTA Vice
City with a sig like that. ;)

Find the core.ini file in your GPL directory and edit the
allow_force_feedback line so it shows = 1.  You then need to set a
bunch of parameters to set damping, torque etc.

A search on RSC should find you a mess of different core.ini settings
for your wheel.
