To my knowledge, Papyrus has two full-time people who do nothing but work
on licensing agreements. For every car in the game, they have to get
permission for every sponsor on the car to use their logos. It's a huge
job, and some drivers or sponsors may have exclusives with other game
companies. Texaco/Havoline was recently involved in the Andretti title for
EA, and that may be why the #28 car isn't in the box. Just watch the
closing credits screen for NASCAR or Indycar 2 someday when you've got a
half hour to spare. <g>
All in all, I think a lot more drivers are represented in NASCAR 2 than
were in NASCAR 1. And as Terry pointed out, you can count on Tony John and
IWCC, Chris Frederick, and others to fill in the gaps. The great thing is
that the cars will look much better this time around.
