1.    Is there a way to increase the speed of the pace car?
2.    Why do all the track files have Rain in them - can that be changed

I think Papyrus planed to have rain in ICR and it ever happened.  I think they
never took out the rain line in the track.txt files.
But to anwser your question, you can't make in rain in any Papyrus sim.(yet:)

You can change the pace car speed for any track. Example: to change the
pace car speed for Atlanta, go into your nascar2\tracks\atlanta
directory and open the "atlanta.txt" file in Notepad. Look for the line
that starts with "PACE". The last number at the end of that line is the
pace car speed in miles per hour.

Not sure what you're referring to here.
