If not Open Wheel, what ?
Frogger Racing 2004 ? "Complete with fully independent Legs and the best
Frog Physics in the Industry!"
Offshore PowerBoat Racing ? (Actually, that could be interesting :))

I do remember some strong rumors that he was leaving and/or had left,
maybe Sierra's decision to give them 100% support with non-NASCAR
projects has gotten him interested again?
Anyway, very rarely does a publisher make a point of saying that
they're fully behind a development company. I think it's a really
good sign for Papyrus and for racing simulation fans that Sierra has
been openly giving them full support on new projects. Maybe it will
mean I'll need to buy an Xbox for GPL 72, who knows, but from the
press release we at least know that their next project a.) won't be
nascar (YAY) and b.) will definitely be a racing simulation of some
sort.
I'd imagine by next summer we'll know for sure, and assuming it comes
out in late 2003 or early 2004 it will in all likelihood be available
before the commercial releases of RL or LFS.
