Brst racing ISP?

What ISP has the lowest latencies?  Right now I use MindSpring, Is earthlink
better?(or any other ISP?)   Their latencies seem to be getting worse.
Every server I pinged is in the 500ms range when it used to be 150-200ms.  I
heard something about a company that has developed some software to be
released in a couple months that suppose to improve latency. They say they
already got one isp signed up. Wonder who it is.

I recently switched from MindSpring to AT&T and it so far seems a little
better - I'm sure it's not the best choice for stuff like N3 and GPL but
I've noticed a slight improvement latency wise and a big improvement in the
stability of connections (clock zaps and lost connections are a lot fewer)

~I still can't get a Quake-happy connection tho'
