There is no track editor currently available, and I doubt that there
will be one anytime soon.  I guess you could try getting a job with
Sierra/Papyrus and use their in house tools. =)

I've looked at these.  Is there a tool that will let you create a track from
scratch?  These, as far as I can tell just let you modify the characterictics
(ie. background, signs, grass, ...) of an existing track.  I'd like to make a
really new track.  Is this possible?
