How does one manage to get ones tires warmed up before the single
warm-up lap and single qualification lap are over? My driving is
competitive during the races, but I always start last because I can't
get a decent qualifier.

The secret to getting questions like this answered is to remember
to say which game you are playing. F1GP/World Circuit? ICR? NASCAR?

The best way would be to change the number of Qual. laps.  Open up the
text file for each track you want to change and change the QUAL line
(10th. line down).  Change the second number in this line to the
number of laps you want to run to qualify.  I'm not sure what the
first number means cuz' even with 1 lap qualifying it still says
QUAL 2 1. Anybody else know what the first # means?
