NFS: No cops over modem

Whenever I play Need For Speed over the modem, there aren't any cops on head
to head mode.  It did this before and after I installed the patch.  Anyone
have any suggestions for why this might be happening?  It does say in the book
that there should be cops on  head to head over the modem.
