What steps do I take(besides adding more fuel) to turn a GP3 qual setup
into a race one?

I did this very nicely just a week ago and got some mega race times (most
are too safe)

Try getting one of the hotlap qual spec set-ups (a derivable one), as they
give you lots of speed yet deep safe braking into corners.

You'll usually need to test hide height as most are set up to ride the
ground on light fuel so you'll have to raise it.
test with 30 laps worth of fuel and check telemetry to keep it just off the
ground under some rough driving.
Next raise wings.
Raise the rear a few notches but mostly the front since with a heavier load
of a race you'll need some extra from end bite (car might slide a bit)

Suspensions are usually right then. brake bias is usually ok, maybe lower
6th gear if needed, etc...

Well you are dealing with full fuel loads.  Because of that you'll
have a lot more weight in the back which makes a loose condition early
on.  But it may start to push later on.  On the other hand your tires
are wearing out and dealing with the push later on will be made even
more difficult.

Typically I had a degree of wing, add more spring in the back and
choose a slightly harder compound.  Other than that, you're good to.

Now if GP3 had camber settings, I'd be "GPL Happy". :)
Then again GP3 is missing a lot of things.

You must use the same compound for race as qualifying, so this is
not an option. Generally I determine which is the best compound
for the race and do my best in qualifying with it.

Remember, you get points in the race, not qualifying. I used to
always spend heaps of time onthe qual setup and tweak it to
last the race. Lately I've been developing the race setup
during practice, with race fuel loads and then tweaking
that for qualifying.

So far the resultshave been very good.

Cheers
