NR99 - Converted Cleveland question

I have just been checking out the Dave Noonan converted ICR2
tracks in Nascar Racing 1999.  I found something a little
strange with Cleveland.

In Practice I was doing 1:35.something while the AI was just
managing to hit 1:37.  I did about 15 laps practice.

When I went to qualify the AI times came up at around 1:25 while
I struggled along to the back of the grid.  In the race they
were back to 1:38 and I was able to work my way up the grid
pretty easily.

Is this a bug? If so how would I fix it? Or maybe is it the AI
in their souped up mode they tend  to go into when the yellow
flag comes out?  I havn't really raced much on the NASCAR road
circuits much but I don't remember ever seeing this amount of
differance in times between differant sessions.

  Nope not a bug, but an attempt to make the AI more competive for
the TPTCC league.  Too many human drivers were qualifying on the pole
and just driving away from the field.  So the Q speeds have been
"enhanced"  to provide a challenge for the better drivers.   The qual
time can be increased by altering a line in the track txt file.
blap or rels, (I think)  just try increasing the #'s till they run your
avg. lap speed.
